in. manner as he deems best and calculated to give the widest necessary publicity, call for offers of land for use in connection with said Wes t Point, New Yo rk, and if after negotiation he is abl e to buy said land or any part or parcel or tract thereof, and at such price or prices as he shall deem to be the fair and reasonable market value of the land, then he is authorized to purchase said land for said purpose at such prices; and if any of said offers of land are at prices deem ed by the S ecret ary of War to be abov e the reaso nable e.~ d g,. ation pro- market value of such parcel or tract of land, and if after the negotia- tion the Secretary of War is unable to purc hase the same at fair and reasonable prices as herein defined, then in such case the Secre- tary of War is authorized to request the Attorney General of the United States to institute condemnation proceedings for the acquir- ing of such tracts or parcels of land as may be necessary for such purpose . Bills health . SEC . 13. The original bills of health required to be obtained in Disposi tion of . duplicate in foreign ports under the provisions of section 2 of this Vol. 27, p. 459 . Act shall be presented to the collector of customs in accordance with the provisions of section 5 of this Act, and the duplicate copies of such bills of health shall be presented to the quarantine officer at the time quarantine inspection is performed byhim.
