281 . methods as he may employ, in making a study and report on the conservation and administration of the public domain . Such exp enditures may inc lude com pensatio n and exp enses of persons named for the purposes, employment of experts, stenographic and other services by contract if deemed necessary, transportation, travel, and subsistence, or per diem in lieu of subsistence, rent of office in the District of Columbia and elsewhere, purchase of necessary books and documents, printing and binding, official cards and/or such other expenses as the President may deem necessary, without regard to the provisions of any other Act . Waterway he may, in his discretion and subject to such terms as in Ante, p .77, his judgme nt are equitable, expedient, and just to the public, grant to th e person or c orporation, m unicipal or private, buil ding and owning such bridge a right of way across the lands owned in fee simple by the United States on either side of and adjacent to the said waterway; also the privilege of occupying so much of said lands as may be necessary for the piers, abutments, and other por- tions of the bridge structure and approaches .
