Appropriations herein made for the Bureau of Foreign and Domestic Commerce shall be available for expenses of attendance at meetings concerned with the promotion of foreign and domestic commerce, or either, and also expenses of illustrating the work of the bureau by showing of maps, charts, and graphs at such meetings, when incurred on the written authority of the Secretary of Commerce ; The purchase of supplie s and equ ipment or the procur ement of services for the Bureau of Foreign and Domestic Commerce, in foreign countries, may be made in open market without compliance with section 3709 of the Revised Statutes of the United States (U. S . BUREAU Or , THE CENSUS For salaries and necessary expenses for preparing for taking, com- p iling , and publi shing the Fiftee nth C ensus of th e Uni ted St ates and fo r carrying on during the decennial census period all other work authorized and directed by law (Act June 18, 1929, 46 Stat ., p . 21), services in the Dis at a total cost of not to exceed $39,593,000, including rent of office trict . quarters in and outside the District of Columbia ; salaries of employees in the District of Columbia and elsewhere, including temporary employees in the District of Columbia : Provided, That such temporary employees in the District of Columbia may be al lowed leave of absence with pay at the rate of two and one-half days per month ; the employment by contract of personal services for the preparation of monographs on census subjects ; per diem compen- sa tion of special agents and expenses of the same and of detailed employees, whether employed in the District of Columbia or else- where ; expenses of attendance at meetings concerned with the col- lection of statistics, when incurred on the written authority of the Secretary of Commerce ; the purchase of supplies and equipment, including books of reference, periodicals, maps, manuscripts, punch cards and materials, and other contingent expenses ; the maintenance, operation, and repair of a passenger-carrying automobile to be used on official business ; the purchase, rental, repair, and exchange of t ypewri ters, calcu latin g mac hines, punc hing, tabul ating , and sorti ng machines, and other office appliances ; the construction of punching, tabulating, and sorting machines, including technical, mechanical, and other services in connection therewith, whether in the District of Columbia or elsewhere ; and printing and binding at the Government Printing Office, $8,497,000, to continue available until December 31, 1932 : Provided further, That existing law shall not operate to pre- vent the use of such portion of this appropriation as may be necessary for the purchase of supplies, printing and binding, and other con- tingent expenses : Provide d furthe r, That the Secretary of Com- merce is authorized, in his discretion, to suspend during the decennial census period such work of the Bureau of the Census, other than the Fifteenth Census, as he may deem advisable .
