For the control and prevention of spread of the phony peach disease, $12,000 . For the control and prevention of spread of the Mexican fruit worm, including necessary surveys and control operations in Mexico in cooperation with the Mexican Government or local Mexican authorities, $115,000 . Certification of exports : For the inspection, under such rules and re gulation s as the Secretar y of Agr iculture may pre scribe, o f domes- tic fresh fruits, vegetables, and seeds and nursery stock and other plants for propagation when offered for export and to certify to shippers and interested parties as to the freedom of such products from injurious plant diseases and insect pests according to the sani- ta ry requi rements o f the fo reign co untries affected and to m ake such reasonable charges and to use such means as may be necessary to accomplish this object, $20,000, together with $10,000 of the unex- pended balance of the appropriation for this purpose for the fiscal year 1929 : Provided , That moneys received on account of such inspection and certification shall be covered into the Treasury as miscellaneous receipts . For an additional amount for the control, the prevention of the spread, and eradication of the Mediterranean fruit fly, the employ- ment of persons and means in the city of Washington and elsewhere, inv estigati ons, prin ting, an d the ma intenanc e, repair , and op eration of passenger-carrying vehicles outside of the District of Columbia, $1,740,000, to be immediately available : Provided, That in addition to the foregoing sum there is authorized to be transferred from other a pprop riati ons avail able to t he De partm ent of Ag ricul ture duri ng the fiscal year 1931 such sum or sums, not exceeding in the aggregate $1,500,000, to be used as an emergency reserve fund for the further pu rposes o f this pa ragraph, and to be relea sed for expenditu re when, in the jud gment of the Pres ident of the Uni ted Stat es, the i ntensity and/or distribution of infestation of the Mediterranean fruit fly render such action necessary : Provided further, That in the discre- tion of the Secretary of Agriculture no expenditure shall be made hereunder until a sum or sums adequate to State cooperation shall ha ve been appropria ted, sub scribed, or cont ributed by State, county, or local authorities or individuals or organizations .
