Be it enacted by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That there is he reby autho rized to be appropr iated, ou t of any m oney in th e T reasury n ot otherwi se approp riated, th e sum of n ot more t han $150,000 to pay not more than one-half the cost for the reconstruc- tion and improvement of the road running northwest from Milford across Wind River or Shoshone Indian Reservation, through Fort Washakie to the diversion dam in Wyoming, approximately thirty miles, and lying wholly within said Indian reservation on condition that the State or county or both shall defray the remainder of the cost and agree in wri ting to maintain the road without expense to th e Governme nt or the Indians : P rovi ded , That th e work on said road shall be jointly under the supervision and direction of the Bureau of Indian Affairs and the Bureau of Public Roads and only Indian labor shall be employed except for engineering and s upervi sion .
