Ca. 348. 1930 . title 5, sec . 673), with the exception of the Assistant Secretaries of War the average of the salaries of the total number of persons under any grade in any bureau, office, or other appropriation unit shall not at any time exceed the average of the compensation rates speci- fied for the grade by such Act, as amended, and in grades in which only one position is allocated the salary of such position shall not exceed the average of the compensation rate for the grade, except that in unusually meritorious cases of one position in a grade advances may be made to rates higher than the average of the com- pensation rates of th e grade but not more often than once in any fiscal year and then only to the next higher rate : Provided, That this restriction shall not apply (1) to grades 1, 2, 3, and 4 of the clerical-mechanical service, or (2) to require the reduction in salary of any person whose compensation was fixed as of July 1, 1924, in accordance with the rules of section 6 of such Act (3) to require the reduction in salary of any person who is transferred from one position to another position in the same or different grade in the s ame or a di fferen t bur eau, office , or other appro priat ion un it, or (4) to prevent the payment of a salary under any grade at a rate higher than the maximum rate of the grade when such higher rate is permitted by the Classification Act of 1923, as amended, and is specifically authorized by other law . When specifically approved by the Secretary of War, transfers may be made between the appropriations in this Act under the respective jurisdiction of any bureau, office, corps, or branch, in order to meet increases in compensation resulting from the realloca- tion by the Personnel Classification Board of positions under any such organization uni t . Any such transfers shall be reported to Co ngress in the annual Budget . CO NT ING ENT EXPENSES, WAR DEPARTMENT For purchase of professional and scientific books, law books, i nc lu di ng th ei r ex ch ang e ; books of referen ce, pamphlet s, periodic als, n ew spa pe rs, ma ps ; typewri ting and adding mac hines, and other la bor-saving devices, including their repair and exchange ; furni- ture and repairs to same ; carpets, matting, linoleum, filing equip- me nt, photo supplies, towels, ice, brooms, soap, sponges ; main- tenance, repair, and operation of motor trucks and motor cycles, and one motor-propelled passenger-carrying vehicle, to be used only for official purposes ; freight and express charges ; street-car fares, not exceeding $750 ; postage to Postal Union countries ; and other absolutely necessary expenses, including traveling expenses, $100,000 . For stationery for the department and its bureaus and offices, $57,000 . For p rinting an d binding for the W ar Depart ment, its bureau and offices, and for all printing and binding for the field activities u nder the War Depart ment, exc ept such a s may be a uthorized in accordance with existing law to be done elsewhere than at the Gov- ernment Printing Office, $500,000 : Provided, That the sum of $3,000, or so much thereof as may be necessary, may be used for the publi- cation, from time to time, of bulletins prepared under the direction of the Surgeon General of the Army, for the instruction of medical officers, when approved by the Secretary of War, and not exceeding $65,000 shall be available for printing and binding under the direc- tion of the Chie f of Engine ers .
