CONTINGENCIES OF THE ARMY For all contin gent ex penses of the Army n ot othe rwise p rovided for and embracing all branches of the military service, including the office of the Chief of Staff ; for all emergencies and extraordinary expenses, including the employment of translators and exclusive of all other personal services in the War Department or any of its subordinate bureaus or offices in the District of Columbia, or in the Army at large, but impossible to be anticipated or classified, to be expended on the approval or authority of the Secretary of War, and for su ch purp oses as he ma y deem proper, and fo r exami nation of estimates of appropriations in the field, $12,000 : Provided, That none of the funds appropriated in this Act shall be used for the payment of expenses connected with the transfer of surplus property of the War Department to any other activity of the Government where the articles or lots of articles to be transferred are located at any place at which the total surplus quantities of the same commodity are so small that their transfer would not, in the opinion of the Secretary of War, be economical .
