CH. 348 . 1930 . in experimental and research work ; not exceeding $2,255,930 may be ex pended for experime ntal and r esearch w ork with a irplanes o r lighter-than-air craft and their equipment, including the pay of nec- essary civilian employees ; not exceeding $78,450 may be expended for the production of lighter-than-air equipment ; not exceeding $2,724,073 may be exp ended for improvement of stations, hangars, and gas plants for the Regular Army and for such other markings and fuel supply stations and temporary shelter as may be necessary, to remain available until expended ; not less than $17,573,723 shall be expended for the production or purchase of new airplanes and their equipment, spare parts, and accessories ; and not more than $6,000 may be expended for settlement of claims (not exceeding $250 each) for damage s to persons and private property resulting from the operation of aircraft at home and abroad when each claim is substantiated by a survey report of a board of officers appointed b y the comma nding offic er of the n eares t avi ation post and ap prove d by the Chief of ir Corps and the Secretary of War : Provided further, That the sum of $17 5,000 of the approp riation f or Air Corps, Army, fiscal y ear 1928, shall remain available until June 30, 1931, for the payment of obligations incurred under contracts executed prior to July 1, 1928 : Provided further, That section 3648, Revised Statutes (U . S . C., title 31, sec . 529), shall not apply to subscriptions for foreign and professional newspapers and period- icals to be paid for from this appropriation : Provided further, That none of the funds appropriated under this title shall be used for the p urpose of g iving exhib ition fligh ts to the public othe r than thos e under the control and direction of the War Department, and if such flights are given by Army personnel upon other than Government fields, a bond of ind emnity, in such sum as the Secretary of War may require for damages to person or property, shall be furnished the Government by the parties desiring the exhibition : Provided further, That no ne of the money appropriated in this Act shall be used for the purchase of any airplane ordered after the approval of this Act which is equipped or propelled by a Liberty motor or by any motor or airplane engine purchased or constructed prior to July 1, 1920 . for the purchase of veterinary supplies and hire of veterinary surgeons ; for inspection service and instruction furnished by the Department of Agriculture which may be transferred in advance ; for expenses of medical supply depots ; for medical care and treat- ment not otherwise provided for, including care and subsistence in p rivate hosp itals of of ficer s, enl isted men, and c ivili an emp loyee s of the Army, of applicants for enlistment, and of prisoners of war and other persons in military custody or confinement, when entitled t hereto by l aw, re gulat ion, or con tract : Provide d, That this shall not apply to officers and enlisted men who are treated in private hospitals or by civilian physicians while on furlough ; for the proper care and treatment of epidemic and contagious diseases in the Army or at military posts or stations, including measures to prevent the 445 Experimental and re- search work .
