Blue pigments . or water, 8 cents per pound ; ultramarine blue, dry, in pulp, or ground in or mixed with oil or water, wash and all other blues containing ultramarine, if valued at more than 10 cents per pound, 4 cents per pound ; if valued at 10 cents per pound or less, 3 cents per pound .
