That on and after the day following the passage of duty. this Act, except as otherwise specially provided for in this Act, the articles mentio ned in t he foll owing pa ragraph s, when importe d into the United States or into any of its possessions (except the Philip- pine Islands, the Virgin Islands, American Samoa, and the island of Guam), shall be exempt from duty : SCHEDULE 18. Acids and acid anhydrides : Hydrofluoric acid, hydro- chloric or muriatic acid, nitric acid, sulphuric acid or oil of vitriol, and mixtures of nitric and sulphuric acids, valerianic acid, and all anhydrides of the foregoing not specially provided for . PAR. 1602 . Aconite, aloes, asafetida, buchu leaves, cocculus indicus, ipecac, jalap, licorice root, manila ; marshmallow or althea root, leaves and flowers ; mate, and pyrethrum or insect flowers, all the foreg oing which are natu ral a nd u ncomp ounde d and are in a crud e state, not advanced in value or condition by shredding, grinding, chipping, crushing, or any other process or treatment whatever beyond that essential to proper packing and the prevention of decay or deterioration pending manufacture : Provided, That no article con- taining alcohol shall be admitted free of duty under this paragraph .
