Construction of buildings, utilities, and appurtenances, military posts: Title II of the Urgent Deficiency Appropriation Act, 1947, is hereby amended by deleting the figures "$17,567,069" following the words "Construction of buildings, utilities, and appurtenances, mili- tary posts" under the head "Military activities", and inserting in lieu thereof the figures "$7,692,956". United States Spruce Production Corporation: The limitation on administrative expenses until January 1, 1947, contained under this head in title II of the Government Corporations Appropriation Act, 1947, is hereby increased from "$10,000" to "$14,720". CIVIL FUNCTIONS GOVERNMENT AND RELIEF IN OCCUPIED AREAS For expenses, not otherwise provided for, necessary to meet the responsibilities and obligations of the United States in connection with the government or occupation of certain foreign areas, including personal services in the District of Columbia and elsewhere; travel expenses and transportation; services as authorized by section 15 of the Act of August 2, 1946 (Public Law 600), at rates not in excess of $35 per day and travel expenses for individuals; translation rights, photographic work, educational exhibits, and dissemination of infor- mation; expenses incident to the operation of schools for American children; printing and binding; hire of passenger motor vehicles and aircraft; repair and maintenance of buildings, utilities, facilities, and appurtenances; such minimum supplies for the civilian popula- tions of such areas as may be essential to prevent starvation, disease, or unrest, prejudicial to the objectives sought to be accomplished; $600,000,000: Provided, That when military personnel of the War Department are employed primarily for the purposes of this appropri- ation, the mileage and other travel allowances to which they may be entitled shall be paid herefrom: Provided further, That the general provisions of the Military Appropriation Act, 1948, shall apply to this appropriation: Providedfurther, That expenditures from this appro- priation may be made outside continental United States, when neces- sary to carry out its purposes, without regard to sections 355,1136,3648, 3709, and 3734, Revised Statutes, as amended, civil-service or classifi- cation laws, or provisions of law prohibiting payment of any person not a citizen of the United States.
