Civil Aeronautics Board

The Civil Aeronautics Board (CAB) was created in 1940 by President Franklin Roosevelt, who split the existing Civil Aeronautics Authority into two distinct agencies. The CAB was responsible for safety rulemaking, accident investigation, and economic regulation of US airlines. Although part of the Department of Commerce, the CAB functioned independently. The first aviation incident investigated by the CAB was a crash on August 31, 1940. The CAB investigated aviation accidents through 1967, upon which its duties were transferred to the newly-created NTSB. The agency was dissolved in 1985.
