(1923–2021)

Harold Lawrence McPheeters, M.D. (born 1923) is a psychiatrist who was called "the father of Human Services." He was born in 1923 to Harry Halstead McPheeters. He attended Lafayette College and then the University of Louisville School of Medicine. He completed his medical residency at Norton Psychiatric Clinic. He was appointed as the assistant commissioner of the Kentucky Department of Mental Health from 1955 to 1957. He then served as the commissioner of the Kentucky Department of Mental Health from 1957 to 1964. In 1963 he was appointed as the associate director for mental health for the Southern Regional Education Board. From 1964 to 1965 he was the deputy commissioner for the New York State Department of Mental Hygiene. He died at age 97.
