Text update

I have updated the text of this template based on discussions at WS:CV with Hrishikes. Most notably, this template now:

• Uses the exact text from the Indian copyright legislation, and
• Clarifies that, according to court precedent, these texts are considered public domain and therefore are subject to the full range of freedoms required by our copyright policy.
