Re: Amendments to the law on the Royal Thai Police
Whereas it is appropriate to amend the Royal Thai Police Act, 2547 BE in order to improve the operating systems of the Police with a view to enhancing independence and efficiency in the performance of duties and preventing political influence from interfering with the primary stage of the justice process, which would bring about more fairness to the general public, the Chief of the Council for Democratic Reform hereby announces as follows:
Article1.From the effective day of this Announcement, the Police Commission under the Royal Thai Police Act, 2547 BE shall be composed of the following persons:
(1)the Commissioner General of the Royal Thai Police as President;
(2)two of the Inspectors General of the Royal Thai Police or Deputy Commissioners General of the Royal Thai Police as designated by the Commissioner General of the Royal Thai Police;
(3)six qualified Members recruited by the President and the Members under (2).
The Commander of the Office of the Police Commission shall be a Member and the Secretary of the Police Commission, and the Deputy Commanders of the Office of the Police Commission shall be Members and Assistant Secretaries of the Police Commission.
Article2.In regard to the activities of the Police Commission under article 1, only the parts of the provisions of sections 54, 55, and 57 which deal with the adoption of agreements and the giving of approval shall be inapplicable.
Article3.In regard to any activity under the Royal Thai Police Act, 2547 BE which has been commenced since before the effective day of this Announcement of the Council for Democratic Reform and has not yet been finished, if it affects personnel administration and is subject to the powers of the Police Commission, the Police Commission under article 1 shall consider proceeding with it as appropriate for the circumstances.
Article4.The Police Commission in office on the day before the effective day of this Announcement shall vacate office.
Article5.Improvement of the Royal Thai Police Act, 2547 BE shall be considered and finished within one year from the effective day of this Announcement.
Article6.Upon improvement of the Royal Thai Police Act, 2547 BE or completion of the one-year period from the effective day of this Announcement, this Announcement shall be repealed.
This Announcement shall take effect from now on.
