An appeal to be from the northern district court of New York, to the circuit court in the southern district.Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That from final decrees or judgments, in the district court of the northern district of the state of New York, there shall be an appeal to the circuit court in the southern district of said state, in the same manner, and upon the same terms, as from other district courts to their respective circuit courts.
