PD-USGov-POTUS

I think it makes sense, especially considering that some Presidents probably had speechwriters actually write their speech, and it might be useful for specificity's sake. However, I noticed at the Scriptorium there seems to be some disagreement about the usefulness of the template. At some point, I will get around to explaining why I think the template is better for people hired by EOP, but I don't know which way consensus will go.
