I was trying to figure out why it still says "Create a pagelist for the source file before commencing proofreading (to verify file is correct)" – I thought maybe I had to create all the pages for that to go away. - It comes from a setting in the Index: page. When an Index is first created it's assumed that the <pagelist /> command in the Pages field is empty. Once the command has been filled out with the page number details, then the Progress field should be changed to "To be Proofread". This means that it's ready to work on.
