Mr. Ch'en Ch'i-shou

Mr. Chen Chi-shou, was born at Haining, Chekiang, in 1869. After receiving an education under private tuition and passing several literary examinations, he was made magistrate of various cities under the Manchu dynasty, including Soochow, Kiangyin, Kingshan and Fenghsien of Kiangsu and serving also as deputy of transportation, machinery arms and telephone services and director of bureaus of commercial affairs, of public works, of agriculture, of education, of police and foreign aidus. During the Nanking Exposition, he was appointed chief of the Bureau of Agriculture, Works and Commerce. After the exposition, Mr. Chen promoted the Kiangsu Industrial Home, of which he became director after its establishment, serving also as magistrate of the Kiangnan Land and River Police and as Judge for various cities in the Soochow Circuit, in which capacity, he tried and handed down important verdicts in some of the most historical criminal as well as civil cases. In recognition of his work, he was made a prefect with the rank of an expectant Taotai of the Manchu Regime. In 1915 a recommendation was made by Civil Governor Chu Chia-pao of Chihli to make Mr. Chen mayor of a Chihli city. In 1917 he was appointed by Civil Governor Chi of Chekiang to serve under his administration. In July 1919, Mr. Chen was appointed Magistrate of the French Mixed Court, Shanghai, Concurrently, he takes an active part in famine relief work and in recognition of this service, he has been recommended by the Honan Governor to be promoted with distinction, which recommendation has been accepted by the Cabinet.
