BISHOPS. 231 In the year 1216, the council of king Henry the Third informed the Pope^^, that the canons of Car- lisle had contumaciously contemned the authority of the holy see_, and had sworn fealty to the king of Scots, the declared enemy not only of England but of Rome ; and had moreover elected an excomnmni- cated clerk as their bishop, contrary to the desire of king Henry and the papal legate. The council there- fore pray the Pope to remove those schism atical ca- nons, and place prebendaries in their room^^; and also to augment the revenues of the bishopric, which were so small that no competent person could be found to accept it. Upon the receipt of this letter, the Pope directed his legate to constitute 1218 Hugh, ahhot of Beaulieu'^*^^ bishop of Carhsle, who was 2 Hen. III. thereupon elected by the prior and convent of Carlisle, and the King gave his royal assent to the election ist Aug. 12 1 8^"; and the sheriffs of Cumberland and Not- tingham were commanded to cause the elect of Car- lisle to have as full seizin of the lands and tenements pertaining to the see as Bernard, archbishop of Sla- V(mia, formerly custos of the same bishopric_, had, when he obtained the custody thereof from king John^^; and the King, moreover, restored the revenues of the bishopric, of which it had been deprived by negligence »4Pat I Hen.
