In 1871 he was appointed president of Blackburn university of Carlinville, 111. He was successful in having a law passed prohibiting saloons within a certain radius of the university. Bailey Joseph, legislator, congressman, was born March 18, 1810, in Chester county, Pa. In 1839-45 and 1850-54 he was a member of the Pennsylvania state senate. In 1861-65 he was a representative from Pennsylvania to the thirty-seventh and thirty-eighth congresses as a democrat. He died in Perry county, Pa. Bailey, Joseph, soldier, farmer, was born April 28, 1827, in Salem, Ohio. When the civil war broke out he entered the federal army as captain in the fourth regiment Wisconsin infantry. He accompanied the army in the Red river campaign; and it was during this expedition that Bailey achieved the remarkable engineering feat which made him one of the heroes of the war. He received the brevet of brigadier-general. He died March 21, 1867, in Newton county. Mo. Bailey, Joseph Mead, lawyer, jurist, was born June 22, 1833, in Middlebury, Vt. He was a member of the Illinois state legislature in 1866-70; and was presidential elector in 1876. He was chosen a judge in the thirteenth judicial circuit in 1877; became judge of the first division of the appellate court in 1878; and chief justice of that court in 1879. He became a trustee of the university of Chicago in 1878. He died Dec. 16, 1895, in Freeport, Dl. Bailey, Leon Orlando, lawyer, statesman, was bom June 21, 1857, in Wellsboro, Pa. He was educated at Cornell university; and soon attained success in the practice of law. In 1885-89 he was a member of the Indiana state senate; for four years he was first assistant attorney-general for the state of Indiana; and for two years was first assistant United States attorney for the district of Indiana. For a term of two years he was corporation counsel for the city of Indianapolis; and in 1898 was nominee of the democratic party for congress from the seventh congressional district of Indiana. In 1902 he removed to New York City and has since been there engaged in the practice of law. of

served as elector for the state at large on the democratic ticket. In 1891-1901 he was a representative from Texas to the fifty-second, fifty-third, fiftyfourth, flfty-tit'th and fifty-sixth congresses as a democrat; and on the organization of the fifty-fifth congress in 1897 he was the democratic nominee for speaker of the house of representatives. Bailey, Liberty Hyde, educator, lecturer, author, was born March 15, 1858, in South Haven, Mich. For many years he was professor of horticulture and landscape gardening in the Michigan agricultural college; in 18891903 was professor of horticulture in Cornell university of Ithaca, N.Y. and is now director of the New York state college of agriculture at Cornell university. He was appointed by President Roosevelt as chairman of the commission on country life.
