of the Navy is authorized to enter into contract or contracts toward such construction at a cost in the aggregate not to exceed $6,089,000 : Pro vided , That no expenditure shall be made for the purchase or condemnation of laud and dredging at the navy yard, Norfolk, Vir- ginia, as contemplated by said Act : Provided further, That not mo re than $300,000 of the sums herein appropriated or authorized to be contracted for shall be used for construction work at the Naval Air Station, San Diego, California, as authorized by said Act .
