Htonl came to Wikisource in May 2009, and has been a frequent contributor in the area of legal documents. As far as I can tell, he is the main/sole contributor of ten twenty-five(!) versions of the constitution of South Africa. Now that's dedication. Per this conversation following Pathoschild's recent resignation of the checkuser bit, we need another person to look after this. Over the past few months most of this work has fallen to Billinghurst among his many other tasks across the WikiMedia family.

I would like to nominate Htonl, who has already stated that they are prepared to fulfil the disclosure requirements of WikiMedia. Htonl joined enWS in May 2009, and was elected to be an admin in January 2011. I am confident that they will approach the various CheckUser tasks with caution, but also be proactive about dealing with issues as they arise. Beeswaxcandle (talk) 04:59, 5 September 2013 (UTC)

For a successful candidacy the global policy requires there to be a minimum of 25 support votes with a minimum of 70% approval rate.

Also, I didn't realize checkuser votes required a quorum; if y'all want to get this thing wrapped up sooner maybe another announcement or sitenotice would be apropos--I'm sure there are others who don't really involve themselves in this behind the scenes stuff but still have an interest in keeping the gears turning.
